Das Goldfischmädchen Ponyo träumt davon, ein Mensch zu werden – sehr zum Missfallen seines Vaters, einem Unterwasserzauberer. Mit Hilfe magischer Kräfte gelingt es Ponyo tatsächlich, aus der bunten Wasserwelt auszubüchsen. Als sie an der Küste in Gefahr gerät, wird sie in letzter Sekunde von dem kleinen Sosuke gerettet. Mit ihm entdeckt Ponyo die Überwasserwelt und mit ihrer Freundschaft wächst ihr Wunsch, bei ihm zu bleiben. Doch Ponios Kräfte scheinen die Ozeane zu entfesseln und lösen damit Naturkatastrophen aus, die Sosukes Heimatdorf bedrohen. Wird es Ponyo und Sosuke gelingen, das Gleichgewicht der Welt wiederherzustellen und die Dorfbewohner zu retten?
